President Bola Ahmed Tinubu GCFR on 12th June 2023.<\/p>\n\n\n\n<p>Access to Higher Education (Repeal and Re-Enactment) Bill 2024 was presented to the National Assembly by President Bola Ahmed Tinubu GCFR on Thursday, 14th March 2024.<\/p>\n\n\n\n<p>Now to be known as \u2013\u00a0Students Loans (Access to Higher Education Repeal and Re-Enactment) Bill 2024.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Key elements<\/strong><\/h3>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/orderpaper.ng\/wp-content\/uploads\/2024\/03\/student-loal-management-640x686.jpg\" alt=\"\" class=\"wp-image-16528\"\/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Management<\/strong><\/h3>\n\n\n\n<p>Establishes the Nigeria Education Loan Fund (NELFUND) as a corporate body that can sue and be sued and has the power to acquire, hold, and dispose of movable and immovable property for the purpose of its functions.<\/p>\n\n\n\n<p>Establishes a Board of Directors with a Chairman and Secretary.<\/p>\n\n\n\n<p>Establishes a management team led by a Managing Director and Executive Directors.<\/p>\n\n\n\n<p>All are to be appointed by the President.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/orderpaper.ng\/wp-content\/uploads\/2024\/03\/Student-loan-duty-640x686.jpg\" alt=\"\" class=\"wp-image-16529\"\/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Duty<\/strong><\/h3>\n\n\n\n<p>Provide loans to qualified Nigerians for tuition, fees, charges, and upkeep during their studies in approved tertiary education institutions.<\/p>\n\n\n\n<p>Build, operate, and maintain a diversified pool of funds to provide loans to qualified applicants.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/orderpaper.ng\/wp-content\/uploads\/2024\/03\/Student-loan-funding-640x686.jpg\" alt=\"\" class=\"wp-image-16530\"\/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Funding<\/strong><\/h3>\n\n\n\n<p>Establishes the General Reserve Fund \u2013 into which shall be paid 1% of all taxes, levies and duties collected by the Federal Inland Revenue Service (FIRS).<\/p>\n\n\n\n<p>Funds are to be used as loans to qualified applicants as well as the operational expenses and expenditures of NELFUND.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/orderpaper.ng\/wp-content\/uploads\/2024\/03\/Student-loan-application-640x686.jpg\" alt=\"\" class=\"wp-image-16533\"\/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Application<\/strong><\/h3>\n\n\n\n<p>Students applying for the loan can not be disqualified based on their parent\u2019s loan history.<\/p>\n\n\n\n<p>Removes the family income threshold so Nigerian students can apply for these loans and accept responsibility for repayment according to the Fund\u2019s guidelines.<\/p>\n\n\n\n<p>Removes the guarantor requirement so that students can apply for and receive loans.<\/p>\n\n\n\n<p>Ensures a minimum national spread of loans approved and disbursed in each financial year.<\/p>\n\n\n\n<p>Loans to cover tuition and other fees payable to the school and maintenance allowance payable to the student.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/orderpaper.ng\/wp-content\/uploads\/2024\/03\/Student-loan-repayment-640x686.jpg\" alt=\"\" class=\"wp-image-16531\"\/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Repayment of loans by beneficiaries<\/strong><\/h3>\n\n\n\n<p>\u2013 Beneficiaries of the Fund shall begin as soon as the beneficiary becomes employed in any capacity.<\/p>\n\n\n\n<p>The Fund shall not initiate loan recovery efforts until two years after the completion of the National Youth Service programme.<\/p>\n\n\n\n<p>A beneficiary may request an extension of enforcement action by the Fund by providing a sworn indicating that he is not employed in any capacity and is not receiving any income.<\/p>\n\n\n\n<p>Only a person who provides a false statement to the Fund is guilty of a felony and is liable to imprisonment for three years.<\/p>\n\n\n\n<p>Makes provision for loan forgiveness in the event of death.<\/p>\n\n\n\n<p>Source:
