USIP and DSCU seek applications from Ph.D. candidates with policy relevant research that will deepen the academicians\u2019 and policy makers\u2019 understanding about security cooperation. The Fellowship aims to produce research, analysis, and lessons learned that expand the intellectual foundations of security cooperation. The fellowship will prioritize research proposals which closely align with the missions of both USIP and DSCU. International applications are welcome.<\/p>\n\n\n\n<p>USIP-DSCU<strong>&nbsp;<\/strong>will fund up to four Summer Scholars for a three-month, non-residential fellowship to conduct research in the summer 2025. USIP will partner with DSCU and the Young Institute to offer the fellowship to doctoral students conducting evidence-based and policy-relevant research on topics related to security cooperation. Summer Scholars must be current Ph.D. candidates in good standing with their university and must have already received committee approval for their dissertation at the time of the application.<\/p>\n\n\n\n<p>USIP and DSCU are seeking applicants that are undertaking doctoral research that closely aligns with the priority research areas for this request for applications:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Connecting Security Cooperation with Peace and Stability:<\/strong>\u00a0How can security cooperation (including arms transfers and military training) play an active role in establishing a safe and secure environment as the first phase of peacebuilding?<\/li>\n\n\n\n<li><strong>Deepening Global Partnerships:<\/strong>\u00a0How can we design more comprehensive Security Cooperation relationships that support lasting global partnerships and good governance, based on common values, security needs, and more contextually informed assessments of our partners\u2019 threat landscape and future sustainability requirements?<\/li>\n\n\n\n<li><strong>Whole-of-Society and Whole of Government Strategies in Civil-Military Relations:<\/strong>\u00a0Can an enhanced role of civil society in informing the planning and design of Security Cooperation programs in our partner and allied nations improve security cooperation outcomes?<\/li>\n\n\n\n<li><strong>Security Cooperation through Regional and International Organizations:<\/strong>\u00a0How can security cooperation promote the operability and stabilizing capacity of regional and international organizations?<\/li>\n\n\n\n<li><strong>Security Cooperation\u2019s role in addressing root causes of instability:\u00a0<\/strong>How can security cooperation conceptualize, securitize, and address the most relevant factors that directly impact fragility and instability beyond the transfer of military capabilities and equipment, and how can we ensure that security cooperation itself does not contribute to instability?<\/li>\n\n\n\n<li><strong>Building the foundations of effective integrative deterrence with partners and allies\u00a0<\/strong>(Possibly a US-centered perspective)<strong>:\u00a0<\/strong>How do we build partner defense planning and sustainment considerations into a more holistic US defense strategy that more accurately assesses readiness for current and future threats, including capacity building in the new strategic environment?<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Summer Scholars will receive stipends of up to $15,000 paid directly to the individual in three tranches, contingent on the submission of monthly progress reports.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Application Process<\/strong><\/h3>\n\n\n\n<p>Applications which do not include all of the following items will not be considered.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Research Application: All applications and documents related to this competition must be submitted online through the\u00a0<a href=\"https:\/\/usip.fluxx.io\/\" target=\"_blank\" rel=\"noreferrer noopener\">FLUXX portal<\/a>.<\/li>\n\n\n\n<li>Academic CV: Please provide a CV of no more than three pages and please highlight any completed projects of a similar scope.<\/li>\n\n\n\n<li>Recommendation Letter:\u00a0A letter of recommendation from your dissertation advisor must be included as part of your application.<\/li>\n\n\n\n<li>All submissions should be in English.<\/li>\n<\/ul>\n\n\n\n<p>Applying for the Summer Scholar Fellowship competition is a two-step process.<\/p>\n\n\n\n<p><strong>REGISTRATION:<\/strong>&nbsp;All applicants must have registered for this competition in the&nbsp;<a href=\"https:\/\/usip.fluxx.io\/\">FLUXX portal<\/a>&nbsp;even if you have registered for another USIP competition. A new registration will need to be completed in full.<\/p>\n\n\n\n<p><strong>APPLICATION:<\/strong>&nbsp;After completing the registration, applicants must prepare and submit a complete application.
